Ive only heard this kind of behavior in the countryside, but, people agreeing with this woman in the comments WTF. Why would you let your car running in a gas station? Is this an american thing? i’ve heard this is illegal behavior in Germany!?!
Was it while filling up? That's stupid. Otherwise, if people are running in and out and have a passenger (not too young or old) in the car, they'll leave it running.
Just roll the windows down for the passengers no need to leave the car running

If any static electricity combines with the heat and vapors being put off from your engine, and with the gasoline in close proximity, fires can start.
An aside from unsafe it's just a waste of gas and extra fumes to anyone around. It's just stupid all around. Whoever is in the car can survive a bit without AC.

There actually isn't a greater risk of fire to refuel while the engine runs.
Fuel stations don't want your vehicle running to reduce loss by someone driving off without paying and they don't want you to forget to remove the nozzle from your vehicle and drive off with that--which is why they had to put a break-away section on it.
The risk of a fire when refueling is because of static from the driver entering and exiting the vehicle, rubbing their clothes on the cloth seats then touching the metal fuel nozzle where the fumes are mixing with the air. It wouldn't matter if the engine was running or not.
I don’t really believe this because there would be a lot more fires happening. Like, does it ever happen?
