The drive through penalty will force them to cede position within two laps - but how many laps will go by before the Stewards actually decide to award the penalty first? 2 laps + probably 5-10 while they make a decision.
After the 2008 Belgium Grand Prix the stewards stated they wanted to make decisions within 3 laps of the incident.
We are still waiting for that to happen.
At this point their system is so broken it seems that obvious issues we all know are penalties take 3-5 laps to figure out.
