FIFA 23 had no cross play. Are you both on the same system whether it's PS4/PS5/XB1/XBSX?
Provided that you are on the same system, why can't they join by viewing friends clubs?
Also, if you're XBSX, make sure one of you didn't actually download the XB1 version because the store will 100% allow you to do that.
