The state of development finance is horrific - at the bottom line countries that got "assistance" from develpment banks lost (!) money to the global North that was meant to help with climate and development.

New Confessions of an Economic Hitman is exactly about this.

Trick developing countries into accepting massive loads of debt, if and when they can't repay, the indebted countries become servants of the US corporate rule. The leaders are made fabulously wealthy for selling out their country.

If the countries don't sign onto massive contracts with US companies, send in the jackals (CIA). if the jackals can't get it done, send in the military.

That's essentially the playbook since the 1950s.

The HBO show The Regime pretty much plays this out. You never really see the Americans in the show, but they're in contact with the rich and those close to power. When the regime doesn't bow to the US, civil opposition seems to escalate quickly and find ways to arm/train itself.
