I'm going to lean towards no. Even if highly developed countries go plastic-free, the developing countries will likely not follow suit. Even Japan and S Korea, highly developed countries, still use a ton of plastic for everything. Everything individually wrapped. At least they tend to dispose of it in a trash can unlike in third world countries.
In addition, even if the whole world stopped using plastic today, there is already enough plastic in the oceans and in landfills that will eventually break down and destroy us all.
There must be some technological development or combined effort to clean up the plastic that's already out there.
