Is Jedi Survivor poorly optimized?

So, Ive finished Star wars jedi: Fallen and it was a great experience. no lag whatsoever.

While I do understand that Jedi Survivor has better graphics than its predecessor. For some odd reason every few moments when a cutscene hits, game drops Frames.

But then if I hit pause menu and then resume, its as if nothing ever happened. No lag whatsoever.

Was curious if its just me or whether there is any fix for this.
