Burger is just a shortening of Hamburger. They mean the same thing. The “Ham” in Hamburger has nothing to do with meat. Hamburger was originally a shortening of Hamburg Steak. Hamburg is a city in Germany.
Yes, it does not specify what it’s made of, but whenever I see “burger” on a menu without “veggie” turkey” “soy” etc next to it, I assume it’s made of beef.
I’ve ordered a burger hundreds of times without specifically saying “hamburger” and no waiter or waitress has ever asked for clarification.
