From what I understand, the State Council of Higher Education of Virginia (SCHEV) really wanted the program gone because they said it was costing too much money. They persuaded someone to slip it into the budget with no study, no committee hearings, and no input from stakeholders. They must have really wanted it gone quickly because the deadline for students already enrolled in the program to be grandfathered was literally two days after the budget passed. Most people had no idea that the rug had been pulled out from under them until after the deadline passed and I'm sure there still a lot who won't find out until they try to enroll for classes.

The changes made to the program are common sense improvements to it
There is nothing common sense about it. The changes effectively eliminate VMSDEP. It went from an earned benefit to needs based. They also made it the last dollar paid (even after the paying out-of-pocket). That means those eligible must pay for everything and then VMSDEP will pay what's left over. Of course, there won't be anything left over because it will all be paid for, even out-of-pocket if necessary. To add insult to injury, VMSDEP can only be used for tuition and fees. So if someone receives a grant or scholarship that can be used for both housing and tuition, it must be applied to tuition so VMSDEP will be the last dollar paid. That means housing that would otherwise be covered, now has to paid out-of-pocket. All this means is that Gold Star families and severely disabled veterans are better off financially to not enroll in the program at all, thus making the entire program moot.
Part of the reason why we moved back to Virginia was so my kids could enroll in this program during college. This will have me re-evaluate our future here. Maybe instead of gutting these benefits, they could idk address the true underlying issues such as the insanely high and prohibitive costs of education.

Things like limiting people who already have degrees from using it to get more or a graduate level one and making people apply for FAFSA to use other aid before making schools cover the remainder of the tuition cost.

So screw the dependents who managed to get a undergrad degree through loans or other means? Some people have older kids who are already in school or even graduated when they became eligible for VMSDEP. At a minimum they should have a much longer grandfathering time period.
The program is about helping dependents earn an education and being able to provide after losing a service member provider. If they already have a degree then they don't need the program to earn another one.
The program still exists, there doesn't need to be a longer grandfathering period.

lol I do think the Dems could have got a lot more from him and made that happen, some kind of sports deal in that area makes sense and it was a good piece of leverage. They over played the hand early and gave way too much time for dc dems to kill it from inside the party.

Huh I don't understand. My stats hint at Youngkin being sent fewer bills than in the recent past yet vetoing more of them then his predecessors even though many of the former governors in the last 30 years also faced legislatures that weren't of their same party. This session is clearly an outlier.

I was looking at the ratios though, Youngkin's ratio of vetoes to bills sent to his desk is also far out of wack compared to the governors in the last 30 years.

Yes I'm aware of the progressive phrasing used for describing taxes that progressives don't like. Doesn't change the fact that poor people wouldn't really see an increase since they spend so little, while the rich would pay more taxes because they spend more.
So the answer is… no, you don’t understand. The progressive vs regressive terms aren’t political. They have to do with the proportion of tax burden a tax requires of different socioeconomic strata relative to their income. Rich will pay nominally more sales tax but, in proportion to their income, bear less burden.

It's not "liberal propaganda" or whatever you think it is to refer to taxes as progressive or regressive. It's about whether your total tax liability as a percent of your income or assets increases (progresses) or decreases (regresses). There is a certain base level of money you need to survive. Anything beyond that is extra and gets you things like a nicer house, better food, toys, or savings. If you look at federal income tax, it progresses from $0 up to the standard deduction, 10% up to one level, 22% up to another, ... 37% above the "all this extra money is going to toys or savings" level.
Sales tax is regressive because it does not increase as a percent of income or assets as they increase. That makes it regressive. While you are correct that rich people spend more money, they don't spend all their money. They also don't spend it all in Virginia. A poor person who has to spend all their money on rent, groceries, clothes, toiletries, and other essentials is going to spend an increased percentage of their income/assets on sales tax. A rich person might earn $500k in a year and spend $100k of it on sales tax items (the rest going to mortgage, savings, travel outside the state, etc.). A poor person night earn $50k in a year and spend $20k of it. Assuming 6% sales tax, the rich person spends $6k on sales tax. The poor person spends $1,200 on sales tax. The rich person spends 1.2% of their income on sales tax. The poor person spends 2.4% of their income on sales tax. The rich person would spend that additional $6k on more toys or travel. The poor person would spend it on rent or groceries. An additional $200 would certainly be more noticeable to a poor person than an additional $1,000 to a rich person.

If person A has $10 and wants a sandwich that costs $5 with tax that person has ~$4 leftover. Person B has $100 buying the same sandwich with tax they are left with ~$96. If you increase the sales tax person A will be hit harder by it than Person B.
Increase the sales tax and that same transaction now leaves person A with ~$3 leftover while person B will have ~$95. Person B is able to endure the tax increase while Person A is not. This is why sales tax hurts poor people more and why it's called regressive taxation.

Things do cost money but there are plenty of states that figured it out without personal property taxes. I also believe we need to cut political wages significantly. A politician is supposed to be a public servant but somehow earn more than most of their constituents.

Worrying about taxes isn't a Democrat or Republican thing. Blindly wanting any tax lowered is the Conservative Republican trope you are looking for. What people who thoughtfully worry about taxes know is that cuts to property tax favor the wealthiest Virginians more than everyone else.

Of the variety of taxes that contribute to the total percent of income paid towards taxes, property tax is the category the wealthiest Virginians pay the most into. This is because wealthy people tend to own more stuff than middle and lower class people, so wealthy people end up paying more in property tax than middle and lower class virginians.
Cutting property taxes is essentially saying "congratulations for being rich and owning a lot of stuff! Here's a break on your taxes."
