I sort of think this is clipped in the back in the ad so the waist looks like that. So it might be difficult to achieve what you want. Definitely go for a seamstress who works with formal wear/bridal.
They’re HOTFIX baguette rhinestones probably glass not crystal. You will want to contact someone who does work on knits/jersey with a hotfix machine and who can also take in your waist. Honestly I would go to your local gymnastics studio or reach out to a cheerleading coach to see if they have any local tailors or seamstresses that specialize in rhinestones and athletic materials.

The dress is absolutely stunning, would you mind sharing where you got it? I had a prom dress that was covered in large rhinestones kind of like this one, took it to a local tailor and she was able to cinch it in for me but I couldn’t tell you how she did it. Good luck with it!!

Hmm didnt you asked that question a short while ago before buying and everyone told you, thats very much impossible without destroying the overall design of the dress?
You need someone who specializes in couture to pull off this alteration; this is not a job for the guy at the dry cleaners who hems pants, or the David’s Bridal “alterations specialists”.
The individual mirrored pieces near the seams will need to be removed before the alteration, and then stitched back on individually. I would not trust somebody who does minor alterations to do it right. Somebody who works with wedding dresses would be a better bet.
