Question?If you read the usagi comics, he has no hesitation to strike someone down. Dude has a pretty serious body count and can be quite brutal when needed.
Normally I’d agree but this was a tournament that, while it pulled the loser clear just before they were killed, neither was intent on killing each other - quite the opposite.

I’m going to say Usagi. I’m working through his comics now and while he’s not invincible it’s pretty clear he is an incredibly skilled fighter. He does lose occasionally in the comics but it’s to legends. Nothing against Leo.
Can you give some recommendation for Usagi comics? I was always interested in the character, but never knew where to start.
Usagi has only one series simply called Usagi Yojimbo, which started in 1984 and is continued to this day by the same author (Stan Sakai). Most of the issues are collected in numbered volumes, so I recommend to start from the very beggining with Fantagraphics ones (1-7, also collected in omnibus format as Usagi Yojimbo: The Special Edition), then Dark Horse ones (8-33, also collected in larger volumes as Usagi Yojimbo Saga (one volume of UYS = 3 volumes of regular sized books)), and then IDW ones (34-39).
There's an excellent boxed set you can find on Amazon. Starts from the very beginning, and after a few short, rough episodes, the comic kicks into high gear. It's a great story fans of TMNT will love.

Wikipedia has a pretty good list If you want to start somewhere other than the very beginning, I would recommend the Grasscutter story, from Book 12 (1999).

Dark Horse released compilation volumes around 2020 but Usagi’s stories tend to be pretty easy to get into as even the extended sagas explain who and what pretty well.
It's gotta be Usagi, right? He's a samurai with what, 10+ years on Leo. He's not some random background henchman, he's a full on main-character with all the accompanying plot armor, etc.
If it's an actual level playing field, give it to the guy with the most experience.
They were fighting pretty evenly before they were interrupted, so I'd be fine with it going either way. I guess Leo losing at this point would've kept him humble & wanting to train harder to be more like his new friend.
Really wish we got to see Usagi meet/fight Karai, would have done some good for her to see how an actual samurai carries duty while having honor imo.
Leo losing to Usagi definitely would have helped him, especially with that metal spiral he was going down. And Usagi vs Karai would have been awesome as hell!
If we go purely by feats, then Leo should win, though that's kinda cheating because it's his show.

All things being equal, Usagi is unparalleled.

I kinda doubt it. 2003 especially had the turtles lose often. They didn't really have a Vin diesel contract and it doesn't seem 4kids were to adamant about interfering with the story at the time anyway

Usagi wins. Usagi did much better against the Shadow Ninjas, is more experienced than Leonardo. Until season 4, Leonardo can't beat him in single combat but they are peers.
If we're going by the Usagi comic, he has literally cut a fly in half before and is regularly stated to "fight like a demon", so i gotta say him
