It's behind if you go by a schedule in which multiple other critical non-spacex things are also behind. The moon stuff was always going to be delayed.
And for all that we see going on in the open at spacex there's a lot we don't. They almost entirely destroyed the launchpad on the first flight but had another plan, the showerhead, almost ready to go. They almost melted the ship reentering last flight but apparently already had other tiles ready to go. How far advanced are the HLS lander designs in the background? We don't know.
