Is there a mod that makes me loose my insured gear on death, but returns everything i dropped in a raids i end up surviving? I want to be punished for dying (loosing everything) but still be able to insurance fraud my gear when i want to switch it for something.
No. The correct answer is no. There is no mod that specifically does that yet.
Nothing that does that specifically, closest you can get is SVM allowing you to get all gear back straight away…

best solution would be to manually delete whatever insured gear you get back that was on your PMC.
NGL it's kind of dumb to me that you want to insurance fraud in SPT but don't want to keep insured items on your person. But you do you.

There literally is no basis for any logic or fallacy thereof. I don't care about any realism concerning the logic behind insurance. If I did I still shouldn't get anything back on death but rather reset my account and start again. That's assuming you where talking about the concept of insurance.

'Insurance fraud' in the tarkov sphere usually means, you don't die. The term is used for when you drop/hide your gear intentionally instead of losing it on death. When you loose your gear because you got killed and prapor brings it back it's not 'insurance fraud' it's just normal insurance. So yes insurance is designed to make death less punishing. And yes surviving is most rewarding when death is the most punishing, that was my whole point. Get rid of the perks of insurance in case of death while keeping the perks of insurance in case of survival.
it just sounds like you want to be greedy and use that as en excuse to abuse the mechanic that is designed to make you make smart decisions about loot instead of being a loot goblin. Just make the sacrifice and stop looking for loopholes.

Well, in raid overhaul config file you can set % chance for your gear to return. So you can try set it to like 30-40% and see if it works for ya
