Why not all?
I've put off the harem route for so long, but this is honestly the way to do it. You get to see every romance, and it has almost no negative effects on the story.

Well, you could friend zone everyone and still get the same result
Most romances get you more points if you say you'll date them. I know from looking up confidant guides to get romances.
If we're talking adult confidants(Kawakami, Chihiya, Ohya), my choice is Takemi(death arcana).
If we are talking senpai age(haru or Makoto), I've done Makoto, but I have heard that Haru is super sweet.
My two absolute favorite romance options are Futaba and Hifumi. Futaba is quirky and adorable, so you want to protect her. Hifumi, to me, was the most natural progression from shogi teacher to friend to boyfriend.
Ultimately, it's up to you. Unless you want Joker to get beat up on valentine's day, I don't recommend the harem route.
Go Kawakami if you really like her, otherwise date someone else or stay maidenless.
Having done all the romances, I felt that Futaba had the best chemistry and romance with Joker.
Ann and Chihaya also have good romances.
Haru has potential as a partner, but her romance is just okay. Bettet than Makoto's and Yoshizawa's, not as good as Futaba's or Ann's.
I like Kawakami as a character, but the problem with her romance is that they didn't write it with the mindset of "I'm an adult who wants to choose an adult." It was written with the mindset of "A student dating his teacher is odd, so let's make this as awkward as we can."
How are random strangers on the internet supposed to tell you what kinds of girls you are attracted to? Pick whoever you like most these don't even matter all that much anyway since they're non canon and completely optional with only one reward that's only usable in either very late game or NG+.
Who you're attracted to really shouldn't matter tbh. This isn't a dating sim.
If you can't choose one then pick all of them. Not like it really makes a difference.
My first play through, I obviously chose Ann. As I went through it, and played through Makoto's storyline, I chose her for the second playthrough, with Haru slated for the third.

I chose Haru in regular Persona 5, and Yoshizawa in Royal. Both aren't really available as romance options until late in the game(s), though, and I think there a lot of good choices in 5.
I really like Yoshizawa, her romance option is really cute, she's my goat. In my first playthrough I chose Makoto, but she wants to be a cop so in my headcanon Joker broke up with her right after the game ended. I'm not a fan of Haru as a character, but turning her down in her rank 9 hurts the hardest. Ann is a fine choice, fun character and sweet romance option.
Now for the part that gives me 5 million downvotes: Futaba is your sister, don't be weird.
I'm not gonna downvote you for it, but I romanced Futaba because I really like her character. You aren't biological siblings, so we don't have to go all Alabama with it, and the most important part of romancing in Persona games is the vibes (which are immaculate in Futaba's case).
Bonus points for her confession scene being adorable :P

your romance is only ever going to be brought up in optional non main story events and is basically never referenced in main story
in that sense kawakami has the same amount of romance scenes as most other girls in the game
really just pick whoever you want
or just pick no one
I don't know how strongly you feel about these characters
