It looks like Fairfax, VA and Montgomery, MD as well as Hillsborough, NH and Middlesex, MA. Share borders with each other and are part of the same metro areas.

Same reason El Paso county CO (Colorado Springs) is more populous than Denver county (Denver). Turns out you can fit a lot more people in 2,129 sq/mi than 156 sq/mi.
