This ^ something Ive personally learned about those kinds of policies is theyre not really designed to be logical, but instead designed to be socially appealing. It's vague on purpose, and that kind of vagueness is not to be trusted.

In-laws are Argentinian (visiting right now) and while they didn't vote for him, they are warming up to him and apparently much of the country is to a degree, despite how difficult it is to take away all the free stuff and extreme subsidies, people get the need, for now. Time will tell.
