To me it looks like the work of Gary Gutierrez who animated the grateful dead movie as well as things for sesame Street and the electric company so... Probably
He even used the pinball machine motif in the dead movie.

Surprised this was made in 76 and first run in 77 (I was 5yo then and moving on from Sesame Street or so I thought) I remember digging it as a kid and never forgot it..I’ve annoyed my own kids by singing it at them and it’s a shame they don’t run it anymore.
There’s a handful of tunes that are my mental boredom goto tunes and this is one of them. The theme to The Blob (‘55) is another. That one also pops, quite literally!
Amazing how this lives rent free in my head...totally forgotten it would seem, but playing in a loop deep down in some primordial part of my brain.
