Hello, can I park unlimitedly outside these hours? If I park during these hours, where will I pay for parking? Is the parking fee the same everywhere?
Yes, you can park unlimited outside the hours, and on weekends. No, you don't need to pay for parking, but you can only stay 4 hours inside of these hours, you need to set the time disk.
And it only applies for 18m forward from that sign.
Also take note of any junctions, crossings etc - parking too close to them is not allowed.
Additionally, you technically cannot preset the disk for 6am if you park there the evening before. You have to set it in the morning.

No. The law states you can only set the time to the time of your arrival, and you cannot change it without moving the car. You could maybe argue that if you set it at 18:00, then it'd also allow you to use that as 6:00, but if a parking patrol sees your car has that 6pm disk the night before and take a pic of it, they can still give you a ticket the next morning. Had this happen once, they checked the disk at 7:55, then returned at 8:01 to slap that ticket on.

Oh, you're saying that since your disk is set before the timed parking starts you get the 4h nonetheless? Not too sure if that's how it works when it goes to the next day. I wouldn't risk it though.
The obligation to present your time of arrival only applies 6-18 in this case. Between 18 and 6 you don't need to use disc at all if you don't want to. If you arrive at let's say 20 o'clock, you can put your time of arrival at 6 the next morning and stay till 10. Also if you arrive at 17.15, you need to put your disc at 17.30, but you still get the full 4h the next morning.

If you arrive at 20:00 you CAN set it to to 6:00 yes, but it's against the law and you're supposed to set it to the time you parked there. You still get to stay for the 4h from 6-10 nonetheless.
The law doesn't specifically say you CAN'T set it to 6 the next morning. Even if it was not allowed the arrival times are not enforced between 18 and 6 in this case, and there also is realistically no way to prove out didn't arrive at 18 if your disc says 6/18.
I think the law explicitely says you can not set it to any other time, than the the time of you arrival (or the next closest hour/half hour) (not that anyone would necessarily enforce it)

It says you need to set it to the time you arrive. That's all it needs to say. Setting it to some other time is against the law.
