Well the loop around the cable is really the only way he can move along that thing and stay connected to it. He just needs two super long cables so that he can connect the backup loop around the single cable before detaching the loop from the double cable. What do you expect him to do with them not connected together?

You don't. No one is never supposed to climb back up their safety line. You need rescued. Cannot say if they have a viable rescue plan in place or not, but, yes, he will have to hang and wait for rescue like every tethered fall victim.
One of the fun parts of that is if he waits for more than 10 minutes without trauma straps which he clearly doesn't have, his blood will clot in his legs and he'll either lose the legs or die!
Exactly. It would save his life until he froze to death from hanging helpless for hours. It would also put other in danger for a rescue. I don't even see how this is acceptable.
Lineworkers climb lines all the time and they stay tethered similarly. Often they are delivered by helicopter, and, given the remoteness, I would assume these guys were. Helicopter would be the likely plan of rescue as well.
Then he needs two long straps because it would have been impossible the navigate what he did using just short straps. He wouldn't have enough slack to use both sets of insulators to walk on.
So what if he slips and is hanging? Will it be too long to pull himself back up, because that’s what it looks like…

This is why working at height is defined as working at any height that is likely to cause injury.
Standing on a truck bed is working at height. Loads of people fall off truck beds every year and break bones, suffer head injuries, etc. And they still grumble about being made to put their lanyards on.
The toolbox talk at my work a few years back (after a squad of scaffolders were caught working without fall arresters) was a guy who slid off a pitched roof, single story, landed on his ass and broke his spine. He could walk again eventually, but he became totally impotent.
On youtube, you can find American tutorial videos from rescue-rated working at height instructors who are fire and rescue guys as well as instructors and hobbyist climbers, they're amazingly serious about it, and it's super complicated.

Not always. Depends on what we’re doing. But yes we use helicopters for a lot of it. Tho he was most likely making repairs or installing spacers etc and not a inspection. Also wages range from 45 ish to 65 bucks a hour on weekends on Average.

Only genuine thing I can think is they think there's damage and he's trying to inspect it since a helicopter can't fly in the weather.

Construction sites now only provide a helmet and safety glasses. A yellow vest if you’re outside. That’s it. I’ve worked outside in negative degrees. You learn very quickly you’ll be supplying all your own comforts.
Edit: Now that I think about it, I work in a union so a non-Union jobsite may not provide one thing but the expensive tools.
This is totally false. Employers are responsible for supplying any and all PPE needed to perform a job task safely and that’s universal. They’re also required to provide training on how to use any PPE issued. Ultimately the employee is responsible for using it correctly

It would have to do until rescue. No fall protection is ever designed to allow you to pull yourself back up. You always need rescued. He is missing a second loop for transitions, though.
In this scenario I have to assume his coworkers would have to get there and help winch him up or there is a helicopter on standby. But rescue does need to happen somewhat readily. Hanging from a harness for too long can be fatal.
