This is just playing politics. "The United States expresses its official condolences" is about as milquetoast as you could get for a eulogy. Imagine if Kim Jong Un died from 2016-2020, Trump would certainly have acknowledged him as well. It's just standard decorum you have to demonstrate when you are a world power (especially when these leaders have influence over nuclear weapons).
Note how they specifically call out support for the Iranian people and their struggle for human rights, rather than support for the government of Iran. This is basically the US winking to Iran's population to tell them to keep fighting for their freedom amidst these awful leaders of theirs.
Trump's summits with Kim Jong Un actually took place years after he first called him "Rocket Man".
Additionally, after the summits (and thus after the nicknames) is when they exchanged the bulk of their letters to each other.
I think Trump would absolutely have recognized Kim's death in a theoretical scenario, but granted that's just my opinion based on them exchanging quite a bit of correspondence and new relations between the US and NK after the official summits.
Yeah, nothing funny about that. Biden admin expressing condolences for a tyrant and terrorist, while neglecting and abusing his own fellow citizens. Disgusting, and it's clear where Joe & co priorities are.
