I have had this happen, also. This is what I did.
I ordered a replacement hotend from Amazon. Make sure you get the hotend for the CR-10SE & not for the K1 or K1MAX. The wires are too short. Ask me how I know... I wish you could order that heatsink from Amazon, but it is not sold.
I used side cutters to free the heatsink. Holding the assembly as in was installed, there is an Allen screw on the left side of the heatsink. Remove and save it. Clear enough plastic on the bottom of the heatsink to see the Allen screws to remove the hotend. If you have a heat gun. Heat up the plastic to see if you can make it soft enough to remove it on the underside of the heatsink to get to the two screws. I would keep the screws to as the ones that came with the hotend I purchased were too long.
I just used side cutters and the snips that came with printer. In the end, I used the heat gun to clean off the heatsink. It all took a while but is quicker than trying to get replacements from Creality. I like their products, but I don't like waiting a month for support to respond, dispatch parts, and wait on shipping.
It looks daunting, but it isn't. You will be better off, as you will know what to do next time, if there is one.

Thanks for the response.
All of what you said is what i ended up doing.
It took almost 4 hours to get the old hotend out.
I'm waiting for my replacement to come from Amazon.
Creality's response... was less than helpful, and that was just me asking what I had to PURCHASE to fix things. They told me to order replacement parts that they couldn't find links for me to purchase, and wanted to be very clear about the cost of shipping to the states.
I do wish I could replace the plastic fan cover. Just because it's vexing me.
If you are referring to the whole cowel, I have the original STEP files for it on Onshape.
Send it over this shit is awesome, room for customizing colors and fans
