This is something that irritates me immensely. I'm a mechanic, and here, cars need a safety inspection every two year, but drivers are good for life. Yet, between 85%-96% of accidents (depending on what source you use) have nothing to do with vehicle condition, but they are determined mostly by driver competence.
Vehicle condition may be more of a factor, if there weren't such rigorous testing in your locale. Seems the preventative nature of that particular statute has helped alleviate that part of accidents.
That's very true. However, there doesn't seem to be a huge variance between areas with different (ranging to essentially non-existent) testing regimes.
